Witness Protection Agency Conducts Procurement Bid Opening

The Witness Protection Agency (WPA) of Liberia held an official ceremony at its offices in Mamba Point, Monrovia, to announce the opening of bids for subsequent awarding of contracts services for three packages namely, Petroleum Product, Transport Equipment-Vehicle and Fixtures and Furniture in line with the Procurement Plan submitted by the WPA and approved by the Public Procurement and Concession Commission (PPCC) for the fiscal year 2026.

The decision of the Agency aligns with recent efforts to build institutional capacity and transparency since its operationalization under the Witness Protection Act of 2021 enacted in August, 2022. To maintain transparency in the bidding process for the agency-related contracts, Honorable Teklo Maxwell Grigsby II- Esq., Director of the Witness Protection Agency assured bidders that potential winners will be selected based on merit and compliance with the public procurement laws of Liberia.

The bid opening is a fundamental requirement under the procurement laws of Liberia and Hon. Grigsby II- Esq., as the first Director of the Agency has repeatedly resounded zero tolerance for non-compliance with the PPCC Act. The bids were opened on April 20, 2026 at the Headquarters of the Witness Protection Agency in Mamba Point in the presence of representative of bidders.

At the climax of the bid opening, representatives of several bidders to include: Aminata and Sons, Inc., Eco Tech. Inc, SKY Tech International, United Motor Company and CFAO Mobility Liberia Inc. amongst others praise the leadership of the Witness Protection Agency for the very transparent process and pledge their commitment to accept the outcome of the process.

The representative from United Motor Company specifically congratulated Director Grigsby II- Esq., and Team for the very organized and responsible manner in which the bid process was conducted even though the Witness Protection Agency is few months in operation.

In conclusion, Hon. Grigsby II- Esq., informed Members of the Procurement Committee that he was impressed with the work of the team and encourage the three bid evaluation panels to work assiduously to ensure the most responsive and credible bidder win the package for subsequent award of contracts.

The Director of the Witness Protection Agency and Chairperson of the Procurement Committee adjourned the meeting while charging both the evaluation panels and the procurement committee to work in strict compliance with the PPCC Act.
